Incorrect structure of XML example

Description

The example:
Example 9.13: JSON Mapping of XML Foreign Namespaces

Is badly constructed - I believe the namespace declaration of the www.foo.com namespace should be before first use -i.e. the ResourceSet name is ‘notionally’ invalid. It would pass validation because @Name is of NMTOKEN - it just looks wrong.

I’ve updated the example - now we only have to ensure that they are still correct

I'll look if the json still works if I manually move the xmlns declaration
